New marriage registration implements fingerprint authentication to reduce quick marriages and divorces

The new marriage registration was officially implemented on February 1, which reduced the cumbersome formalities and added fingerprint recognition. It pays more attention to protecting personal privacy and can effectively alleviate the phenomenon of flash marriages and flash divorces. The Ministry of Civil Affairs' "Marriage Registration Work Specifications" that came into effect on February 1 stipulates that marriage registration offices shall not be set up in wedding photography, wedding service, medical institutions and other institutions, and the above-mentioned service institutions shall not be set up in marriage registration venues;

Marriage registration offices are not allowed to increase the fee standards or add fee items without authorization. When filling out the marriage registration declaration and divorce registration declaration, the parties have added fingerprint authentication.

The regulations also add some convenience measures. Marriage registration offices should open online appointment functions and consultation hotlines for marriage registration to avoid the parties running back and forth due to incomplete materials;

Allow provinces with conditions to reissue marriage certificates for parties across regions within their jurisdiction;

The marriage registration office must have an independent place to handle marriage registration, and must have a separate waiting hall, marriage registration area, divorce registration room and archive room to protect the privacy of the parties involved.

Fingerprint authentication is required for marriage and divorce

When the parties applying for marriage registration fill out the "Marriage Registration Application Statement", "Divorce Registration Application Statement", "Marriage Registration Review and Processing Form" and other documents, they are not only required to sign, but also to add fingerprint authentication procedures;

In the marriage registration process, new procedures have been added, including the requirement for the parties to repeat the contents of a written statement on site, and the marriage registrar to act as the oath administrator and sign in the oath administrator column.

Fingerprint authentication is to press the fingerprint

It is understood that according to relevant regulations, the parties can choose to sign or put their fingerprints on the declaration form after filling it out. In addition to putting fingerprints on the declaration form, the new regulations also put forward specific requirements for the consistency of the parties' information.

The name, gender, date of birth and citizen ID number on the resident ID card and the household registration book should be consistent. If they are inconsistent, the party concerned should first go to the relevant department to make corrections;

The marital status recorded in the household registration book should be consistent with the party’s statement. If there is any inconsistency, the party should provide the registration authority with materials such as effective court documents that can prove the authenticity of their statement.

If there is any inconsistency and the relevant materials cannot be provided, the party concerned should first go to the relevant department for correction;

If the marital status declared by the parties is inconsistent with the records in the marriage registration file, the parties shall provide the registration authority with legally effective certification materials that can prove the authenticity of their declaration.

Divorce consultation room required

As long as you are well prepared and bring all the documents, the marriage registration procedure is becoming simpler. However, according to the new regulations, the divorce registration procedure has become more complicated. The civil affairs department has set up a buffer for irrational divorces by adding more procedures to prevent quick marriages and divorces.

According to the new regulations, marriage registrars must separately inquire about the parties' willingness to divorce and their attitude towards the contents of the divorce agreement, and understand whether the parties have full civil capacity;

Whether consensus has been reached on matters such as child support, property and debt settlement, etc., and a written record will be made, and the parties involved will sign and fingerprint after reading the record.

Divorce processing time doubled

A relevant official from the Civil Affairs Bureau said yesterday that the only divorce registration window at the district's marriage registration office had completed divorce registrations for six couples by 4:30 p.m. that day.

The person in charge admitted that the newly added steps such as separate questioning and record-taking have nearly doubled the time required for divorce registration.

In the past, it usually took about 20 minutes to complete a divorce registration. However, on the first day after the new regulations were implemented, it took more than 40 minutes to complete a divorce registration.
